  13. <p>   [Text] Nairobi, Oct 8 (AFP)--Kenyan leaders have declared
  14. some newspapers and the United States "national enemies",
  15. calling for a ban on foreign ownership of local newspapers,
  16. press reports said here Tuesday. Officials at a rally in the
  17. southern town of Machakos, attended by 71 members of parliament,
  18. accused the Daily Nation of receiving U.S. funds to destabilise
  19. the government, the pro-government Kenya Times reported.

  21. <p>   Foreigners should be barred from owning Kenyan newspapers
  22. because they encourage local journalists to attack the
  23. government, Agriculture Minister Elijah Mwangale was quoted as
  24. saying at the rally. Foreigners hold large stakes in all three
  25. of Kenya's English-language national dailies.

  27. <p>   The Nation's majority shareholder is the Aga Khan. The
  28. Standard is controlled by the London-based Lonrho conglomerate,
  29. and British media baron Robert Maxwell holds 45 percent of the
  30. pro-government Kenya Times, the rest being owned by the single
  31. ruling party, the Kenya African National Union.

  33. <p>   Officials at the rally accused the U.S. Ambassador Smith
  34. Hempstone of trying "to bring down President Moi's government,"
  35. saying the media and the United States were enemies of Kenya,
  36. local newspapers reported. Hempstone has repeatedly been
  37. assailed by the Kenyan media for his blunt calls for the release
  38. of political detainees and his warnings that U.S. aid will
  39. increasingly be linked with democratic freedoms. Washington has
  40. put pressure on Kenya, under one-party rule since 1982, to
  41. introduce political pluralism.

  43. <p>   Mwangale, echoing a call by Moi in June, urged parliament to
  44. pass new laws to ban foreign ownership of local newspapers,
  45. which he said should be "wholly-owned by patriots who would
  46. desist from destructive tendencies."
